CPA Julius Kenneth OKURUT is Co‑founding Director of Vision Africa AI Centre and a distinguished Certified Public Accountant, Statistician, and Economist with more than 20 years of professional experience in audit, tax advisory, financial systems implementation, and governance. His career spans corporations, public sector entities, and civil society organizations, where he has consistently delivered robust financial oversight, strategic advisory, and systems‑driven solutions that strengthen institutions and drive sustainable growth.  

As a Partner at HLB Jim Roberts, Julius leads Audit, Tax, and Business Advisory services for a diverse cross‑section of clients in the private, public, and non‑profit sectors. He also serves as Executive Director of Jim Roberts Consulting Ltd, where he oversees internal audits, forensic and MIS audits, governance and board evaluations, and policy reviews. His work is characterized by a methodical, evidence‑based approach that integrates financial rigor with organizational strategy, ensuring that projects are not only compliant but also transformative.  

Julius is a Board Member of Bank of Africa – Uganda, where he chairs the Board Audit Committee, providing critical oversight on risk management, compliance, and financial integrity. His governance footprint extends further through his memberships and leadership roles: he has served on the Tax & Economic Policy Panel of the Institute of Certified Public Accountants of Uganda (ICPAU), is a Member of the Institute of Directors (UK), the League of East African Directors (LEAD), the Institute of Corporate Governance of Uganda and UK, and the Association of Certified Fraud Examiners (USA). He also contributes as a Non‑Executive Director of Credit Watch Services Ltd.  

Beyond his technical and governance expertise, Julius is a psychosynthesis coach and a passionate advocate for enterprise development. He has mentored and coached numerous business owners, guiding them in the implementation of financial management systems, governance frameworks, and leadership practices. His ability to combine technical precision with human‑centered leadership has made him a trusted advisor to boards, executives, and entrepreneurs alike.
